Samuel R. Marchese is a Partner in the Real Estate Department with expertise in New York State Administrative and Rent Regulatory law.

Mr. Marchese provides timely strategic counsel on complex matters involving rent regulation, tax incentives, regulatory due diligence reviews (including in connection with the acquisition or financing of property and Article 78 Proceedings). He represents clients in proceedings before state and local administrative bodies, including the New York State Division of Housing and Community Renewal, New York City Department of Housing Preservation and Development, New York State Supreme Court, and U.S. District Court for the Southern and Eastern Districts of New York. His opinion on industry matters is regularly sought.

Before joining Warshaw Burstein, he managed substantial real estate portfolios, led high-value transactions, and provided insight through seminars attended by over 500 industry professionals.
