Carlos Perez-Hall Joins Warshaw Burstein as Partner in the Litigation and Real Estate Groups
10/05/2026New York – Warshaw Burstein, LLP is pleased to announce Carlos Perez-Hall has joined the firm as a partner in the litigation and real estate groups.
Mr. Perez-Hall brings a strategic and practical approach to providing counsel to property owners, management companies, developers, and Co-Op and Condominium boards in their commercial and residential real estate matters in New York City. He advises his clients on a broad range of litigation, management and operational issues affecting their portfolio of real estate assets.
His practice encompasses litigation with a particular focus on commercial and residential landlord-tenant disputes, settlement negotiations, and matters involving the daily management of real property. Carlos has decades of experience appearing regularly in Housing Court, Civil Court, and Supreme Court in New York City.
Carlos also defends property owners against lawsuits and code infractions issued by various administrative agencies in New York State and New York City, including the Department of Housing Preservation and Development, the Department of Housing and Community Renewal, and the Department of Buildings.
As a result of his experience, Carlos was most recently appointed to serve on the New York City Housing Court Practice and Policy Advisory Committee. The committee’s primary purpose is to offer ongoing analysis, consultation, and policy guidance to court leadership by reviewing and proposing changes to statues, court rules, administrative practices and related policies for Housing Court.
Carlos also is serving his third term as a member of the Housing Advisory Council, which assists court leadership in appointing and re-appointing Housing Court judges.

Mr. Perez-Hall graduated from Emory University with a B.A. in 2000, and Benjamin N. Cardozo School of Law with a J.D. in 2003 and is a former president of the Puerto Rican Bar Association.
