DHCR's Annual Rent Registration (ARRO) Portal Now Open for 2026 Filings

As of April 1, 2026, the New York State Division of Housing and Community Renewal (“DHCR”) has opened its Annual Rent Registration Online (“ARRO”) portal.

Pursuant to New York rent regulatory requirements, owners of rent-stabilized buildings must file annual rent registrations with DHCR. These registrations must reflect a “snapshot” of each apartment’s occupancy and rent as of April 1, 2026.

The information required to be registered includes:
  • The name(s) of the tenant(s) in occupancy pursuant to a lease;
  • The legal regulated rent;
  • The preferential rent, if any;
  • The lease term in effect; and
  • The regulatory status of the apartment as of April 1 of each calendar year.
Upon filing the annual rent registration, the Rent Stabilization Code (“RSC”) § 2528.3(b) provides that “[u]pon filing an annual registration, the owner shall provide each tenant then in occupancy with a copy of that portion of such annual registration applicable to the tenant’s housing accommodation.” Accordingly, it is strongly advised that owners serve the applicable registration on each tenant via regular mail with a Certificate of Mailing.

The deadline to file the 2026 annual apartment rent registrations is July 31, 2026. Annual registrations submitted after July 31, 2026, will be deemed delinquent. Pursuant to DHCR Operational Bulletin 2021-1, for each unregistered unit and for each month that the registration remains delinquent, the owner is subject to a penalty of five hundred dollars ($500.00), in addition to, any other applicable penalties and sanctions.
