September 1, 2025 Deadline to File Multiple Dwelling Registrations with HPD
08/20/2025Owners of residential buildings in New York City must annually file Multiple Dwelling Registrations (“MDRs”) with the Department of Housing Preservation and Development (“HPD”) by September 1st. Filing requires using HPD’s online Property Registration Online System (“PROS”) to prepare the form. Subsequently, the registration must be (i) printed; (ii) signed and dated by the property owner and agent; and (iii) mailed to HPD at Church Street Station, PO Box 3888, New York, NY 10008.
Failure to register may result in civil penalties of $500 to $1,500 for multiple dwellings with less than five (5) units, and $1,000 to $5,000 for multiple dwellings with more than five (5) units. Additional consequences for not possessing a valid MDR may include receiving Orders to Register, and an inability to certify or dismiss violations. Most importantly, owners of unregistered buildings may not initiate legal proceedings to recover possession of units for nonpayment of rent. It is pertinent to mention that knowingly submitting a false registration may lead to additional penalties ranging from $750 to $5,000.
